A new report by Aspire For Her and Shaadi.org highlights a sobering reality: marriage and motherhood remain among the leading reasons millions of Indian women leave the workforce, with only a fraction eventually returning.
Despite rising levels of education, ambition and professional aspiration among Indian women, deeply entrenched social expectations and systemic barriers continue to limit their economic participation. The result is a significant loss of talent, productivity and economic potential for the country.
A National Crisis in Numbers
The scale of the challenge is striking:
- 50% of working mothers in India leave their jobs by the age of 30, with marriage and motherhood identified as the primary triggers.
- Only 27% of women who take a career break return to work, highlighting the substantial loss of experienced female talent.
- Approximately 7 million women are actively seeking to return to the workforce.
- India ranks 131st out of 148 countries on the Global Gender Gap Index 2025, placing it among the bottom five countries for economic participation.
- A leading workforce returnship programme received 129 applications for every available seat, highlighting the enormous unmet demand for opportunities to re-enter employment.

Where Is the Exodus Most Acute?
While women’s workforce participation remains a national challenge, the scale and underlying causes vary considerably across India.
Data from the Periodic Labour Force Survey (PLFS) 2022–23 and 2023–24, together with secondary analyses, reveal significant differences between states.

Nationally, the female labour force participation rate stood at 37% in 2022–23, up from 25% in 2017–18. Yet significant barriers remain: 43.04% of women nationally cite household responsibilities as the primary reason for not working.
Are Indian Women Marrying Later?
India is experiencing a gradual shift in the age at which women marry, reflecting broader social and demographic changes.
The average age at first marriage varies significantly across states and between urban and rural populations:

The national average age at marriage has risen from 18.7 years in 1991 to 22.1 years today. Urban women are generally marrying later than women in rural India, with some of the highest average ages recorded among women in urban Himachal Pradesh and Jammu & Kashmir.
However, delaying marriage has not eliminated the career consequences associated with it. For many women, marriage continues to mark a turning point in their professional lives.
Why Don’t Women Return to Work?
Leaving a job is often only the beginning of the challenge. Returning to employment after a career break can be considerably more difficult.
The report identifies several barriers that prevent women from re-entering the workforce:
The Hiring Penalty
Women returning after a career break face a significant disadvantage in recruitment. According to the report, women with career breaks have a 24-percentage-point lower likelihood of being hired than men with comparable qualifications.
Marriage and Motherhood
Marriage alone is associated with a 12-percentage-point reduction in women’s labour force participation, while childbirth reduces participation by a further 4 percentage points.
The report also finds that 13% of employed women leave their jobs after marriage.
Childcare and Workplace Flexibility
The lack of affordable, reliable childcare remains a major obstacle. Inflexible working arrangements can make it particularly difficult for mothers to balance professional responsibilities with caregiving.
Mobility Restrictions
Women can also become “trailing spouses” when relocating for their husband’s career. Moving cities or regions may mean leaving behind their own employment, professional networks and career opportunities.
Social Expectations
Cultural expectations around gender and caregiving continue to place disproportionate responsibility for household and family duties on women. These expectations can make career breaks appear inevitable or even socially expected.
The Maternity Penalty
Women can also face lower pay, slower career progression, missed promotions and workplace stigma following maternity leave, creating additional incentives to step away from employment altogether.
The Key Finding
The evidence points to a persistent cycle: marriage and motherhood can trigger workforce exits, while the barriers to returning make those exits difficult to reverse.
Although Indian women are increasingly educated and marrying later, changes in individual aspirations have not been matched by equivalent changes in workplace structures, childcare availability, social expectations and hiring practices.
The result is a substantial pool of skilled women who remain outside the formal workforce despite wanting to return.

India’s workforce cannot afford to lose millions of women at the very moment their skills and experience could contribute to the country’s economic growth.
